Originally proposed on 8 December 2022, the proposal has been delayed many times in the last two years. Today, 5th November 2024 The Economic & Financial Affairs Council (ECOFIN) has finally approved ViDA.

The Three Pillars of Change

Single VAT Registration

Building on the success of the existing “VAT One Stop Shop” (OSS) for e-commerce, this Pillar aims to further simplify VAT registration and allow more businesses selling cross EU border to consumers to fulfil their VAT obligations via a single VAT registration. If you’ve ever felt like you’re juggling too many VAT registrations across different EU countries, this change is designed to make your life easier.

Originally scheduled for January 2026, but following the delays in ratification, these changes have been postponed to 2028, with some minor updates to the e-commerce package in January 2027.

Platform Economy Rules

These changes will reshape how digital platforms handle VAT, especially in sectors like short-term accommodation and passenger transport. If you’re using or running platforms like Airbnb or Uber, you’ll want to pay close attention to this one.

Previously planned to be live from July 2027, VAT collections obligations for ride & accommodation sharing platforms now starts from July 2028 with an optional phase and becomes mandatory from January 2030.

Digital Reporting Requirements (DRR)

This represents the final piece of the puzzle. It’s about modernizing how we report VAT, replacing paper invoices and manual reports with a streamlined digital system that works in real-time. While it’s being implemented last, it’s a crucial component that will tie everything together.

There are a few steps along the way toward this end:

  • January 2025: Removal of e-invoicing derogation requirement
  • July 2030: Introduction of Digital Reporting requirements (DRR) for intracommunity transactions & e-invoicing
  • January 2035: harmonization of existing domestic e-invoicing rules to be in line with ViDA standard
