2027: the year e-invoicing goes mainstream

New mandates are coming. PDF invoices alone will no longer be enough.

In 2027, several major economies make structured e-invoicing mandatory. In the markets affected, a PDF sent by email will no longer meet the requirements for in-scope invoices. If you trade in these countries, or advise clients who do, now is the time to plan.

Why businesses and advisers choose Tax Desk

Two things set Tax Desk apart: no implementation project, and a service that scales from your first invoices to higher volumes.

No implementation project

Get compliant without waiting on IT. Onboard through the Tax Desk portal and keep your existing ERP and tax technology as they are.

Scales from small to higher invoice volumes

Whether you send a small number of invoices into one new market or higher volumes across many countries, it is the same portal and the same service. Smaller volumes are worthwhile from day one, and our technology is built to deliver at scale as you grow.

Use the invoices you already produce

Keep invoicing the way you do today. Upload your invoice data or the PDF invoices your system already generates and the portal converts them into the compliant e-invoice format each country requires. If anything is missing or invalid, we resolve it with you.

One portal for VAT and e-invoicing across all countries

Manage VAT compliance and e-invoicing in one place, with one login, one standard process and one relationship across every country we support. No extra e-invoicing vendor to onboard or manage.

Experienced people, not just software

Our specialists turn each country's mandate into a practical delivery approach, and handle the exceptions, rejected submissions and follow-ups that software alone cannot.

A bridge while your long-term project catches up

If your ERP or in-house e-invoicing programme will not be ready in time for a mandate, Tax Desk keeps you compliant in the meantime, so the deadline does not have to wait for your project.

Frequently asked questions

What is an e-invoice?

An e-invoice is invoice data issued and received in a structured electronic format that can be processed automatically. A PDF sent by email is generally not enough where a mandate requires structured e-invoicing. HMRC has confirmed that PDFs will not meet its definition of an e-invoice under the UK mandate.

Which e-invoicing mandates start in 2027?

Germany, Norway, Slovakia and the UAE all start new mandates on 1 January 2027, and Poland brings micro-entrepreneurs into KSeF on the same date. Spain introduces certified invoicing software from January 2027, with e-invoice exchange between businesses expected from October 2027. In France, smaller businesses must start issuing e-invoices from 1 September 2027.

What changes in Germany in 2027?

From 1 January 2027, German businesses with prior-year turnover above EUR 800,000 must issue e-invoices to other businesses. From 1 January 2028 the obligation extends to all German businesses. All German businesses have had to be able to receive e-invoices since 1 January 2025.

What changes in Norway in 2027?

From 1 January 2027, businesses with bookkeeping obligations in Norway must issue structured e-invoices to other businesses. Mandatory digital bookkeeping and e-invoice receipt follow from 1 January 2030. Tax Desk already supports VAT and VOEC compliance in Norway, and e-invoicing is on our roadmap for January 2027.

What do businesses need to do in the UAE?

UAE e-invoicing runs through Accredited Service Providers. Businesses with revenue of AED 50 million or more go live on 1 January 2027 and needed to appoint a provider by 30 October 2026. Smaller businesses must appoint a provider by 31 March 2027 and go live on 1 July 2027.

Does e-invoicing apply to us if we only have a VAT registration?

Not necessarily. In many countries the obligation depends on establishment rather than registration. For example, businesses registered for VAT in Belgium or France but not established there are generally outside the domestic e-invoicing obligation. We can give you guidance on the requirements in the countries we support; for advice on your specific position, speak to your accountant or tax adviser.

Can Tax Desk handle both small and large invoice volumes?

Yes. You can start with a small number of invoices and scale to higher volumes on the same service, without an implementation project.

Does Tax Desk provide tax advice?

No. Tax Desk provides VAT compliance and e-invoicing services, with guidance on country requirements. We do not provide tax advice. Where advice is needed, we work alongside your accountant or tax adviser.

Is e-invoicing mandatory in the UK?

Not yet. The UK government has confirmed that all VAT invoices between businesses and to government must be e-invoices from April 2029, exchanged over Peppol, with a detailed roadmap expected at Budget 2026. The UK is included in Tax Desk's e-invoicing coverage, so you can prepare early.

What is Peppol?

Peppol is an international network and set of standards for exchanging e-invoices through certified access points. It underpins e-invoicing in Belgium, the Netherlands, Slovakia, Australia, New Zealand and Singapore, among others, and will be used for the UK mandate. Tax Desk can connect you to any Peppol country.

Do we need to change our ERP system?

No. You onboard through the Tax Desk portal using the invoice data you already produce, and the service works alongside your existing ERP. We confirm data requirements and any input needed from your side during scoping.

Can you use the PDF invoices we already produce?

Yes, for supported countries. Upload your existing PDF invoices and the portal converts them into the compliant e-invoice format each country requires. Where required information is missing, we work with you to resolve it.

Who handles rejected invoices and other exceptions?

We handle exceptions, rejected submissions and follow-up activity, with responsibilities and escalation routes agreed during onboarding.

Can an accounting firm offer Tax Desk e-invoicing to its clients?

Yes. Tax Desk works with accounting firms, tax advisers and tax technology providers through four models: Introduced / Direct, Managed Service, White Label and Integrated Delivery. In the Managed Service, White Label and Integrated Delivery models, you retain the primary client relationship.

No implementation project. From small to higher invoice volumes.

Tell us where you trade and we will show you how Tax Desk provides a managed route to compliance using the invoices you already produce. Ask for a walkthrough using a sample of your own invoice data, with no commitment.
