29 Oct 2026 · Lucy Walsh, Head of Partnerships and e-invoicing, Tax DeskHMRC and the Department for Business and Trade published the e-invoicing implementation roadmap on 28 October 2026. The headline has not moved: from 1 April 2029 every UK VAT-registered business must be able to issue and receive VAT invoices as structured e-invoices.What the roadmap adds is sequence. It sets out when each part of the regime will be decided, which gives finance teams, software providers and their advisers a planning calendar for the next 29 months. Having worked on e-invoicing mandates across Europe from the provider side, I see one pattern repeat: the businesses that struggle are rarely the ones caught out by the deadline. They are the ones who waited for final detail before starting the groundwork that never depended on it.What is now settledFour points are fixed and businesses can plan around them today.
- Scope. The mandate covers taxable supplies between UK VAT-registered persons where a VAT invoice is already required. Public bodies registered for VAT are in. Sales to consumers are out and cross-border supplies do not require an e-invoice.
- What counts. An e-invoice is structured data exchanged between the supplier’s and the buyer’s systems. PDFs, Word files, scanned images and invoices embedded in an email will not qualify.
- The network. The UK will use Peppol as its core interoperability framework. Businesses will connect through a certified Access Point, usually supplied by their accounting or ERP provider.
- The rules underneath. When a VAT invoice is required and what it must contain stay the same. Penalties will be built on the existing VAT invoicing penalties framework.
- Business identifiers. The UK has no single identifier covering every organisation type. Which identifiers will route invoices on Peppol will be decided between October 2027 and April 2028.
- UK-specific standards. The UK may add Peppol Authority Specific Requirements covering identifiers, security, reporting and service levels. These go to public technical consultation in Spring 2027.
- Governance. The UK Peppol Authority currently sits within NHS Supply Chain. A decision on its long-term home is due in Spring 2027, with software provider accreditation rules following in Spring 2028.
- Digital reporting. HMRC says it will keep exploring digital reporting built on e-invoice data. The published text still carries drafting notes showing a decision is pending on whether to announce a consultation in 2027. Exchange and reporting have tended to travel together elsewhere in Europe, so this is the space to watch.
- Secondary legislation. The detailed regulations may not complete their passage until Autumn 2028 or early 2029. HMRC has committed to publishing guidance ahead of that, but final law will land close to go-live.
- Map your invoice flows. Establish how many UK VAT invoices you issue and receive, from which entities and through which systems.
- Check every UK VAT registration. Include non-established registrations held by overseas group companies.
- Ask your software provider the right questions. Do they operate a Peppol Access Point or partner with one? What is their UK roadmap and testing timetable?
- Name an owner. e-invoicing sits across finance, tax, procurement and IT. Without a single owner it tends to sit nowhere.
- Protect the 2028 window. Budget and resource now for build, testing and supplier onboarding between April 2028 and April 2029.
