Online consumer spend reached €35.7bn in 2025, and cross-border spend growth grew by +9% in 2025. The official language is Dutch, the OECD income tier is high income, the currency is EUR, and the major cities are Amsterdam, Rotterdam, The Hague, and Utrecht. Overall Dutch online spending fell 1% year-on-year in 2025 even as cross-border purchases grew 9%, meaning overseas sellers are gaining share in a flat domestic market.

Sales Channels

Sales channels active in this market include global marketplaces such as Amazon.nl and eBay, local marketplaces such as bol.com, and direct-to-consumer webshops. The local marketplace bol.com outsells Amazon.nl in the Netherlands, so sellers should treat it as the primary marketplace while using Amazon and a DTC webshop as complements. Offering iDEAL is not optional because Dutch bank transfers via iDEAL, which is now merging into the pan-European Wero scheme, account for roughly 70% of online checkout volume. Debit and credit cards as well as Buy Now Pay Later options like Klarna fill the rest of the checkout volume, and a checkout without iDEAL loses the majority default option Dutch shoppers expect.

Operations and Fulfilment Model Options

The fulfilment model options and their trade-offs are structured as follows:

An in-country warehouse, whether a 3PL or an owned facility, offers the best delivery experience and control at the highest cost, but holding stock in the Netherlands triggers Dutch VAT registration immediately with no threshold.

Exporting from your home country provides the lowest set-up cost and the weakest delivery experience, where EU-origin shipments move freely while non-EU shipments carry a EUR3 per-tariff-line customs duty below EUR150 and full customs entry and duty above it.

Drop shipping requires minimal fixed cost and operates on thin margins where quality, timing, and returns depend entirely on the supplier, and the EUR150 IOSS cut-off still applies to non-EU consignments.

Marketplace fulfilment, such as bol.com or FBA-NL, is the fastest route to market with built-in trust and logistics at a commission cost, but stock held in a fulfilment centre still creates Dutch VAT registration exposure.

When moving between models, most non-EU sellers start on IOSS from abroad for imports up to EUR150, move to bol.com or Amazon FBA-NL once EU-held stock lets them use Union OSS instead, and add a dedicated Dutch or EU warehouse once delivery speed becomes the binding constraint. Holding stock in the Netherlands in an owned warehouse, 3PL, or fulfilment centre triggers mandatory Dutch VAT registration from day one. The EUR10,000 EU distance-selling threshold only applies to intra-EU cross-border sales by sellers established elsewhere in the EU, and it never applies once goods are stored locally. Key distribution hubs in the Netherlands include the Port of Rotterdam for sea transport, Schiphol for air transport, and Tilburg and Venlo for inland logistics and rail.

Considerations and Compliance

Legal considerations include the following:

No Dutch company is required to trade, and sellers register directly with the Belastingdienst as a non-established taxable person.

An EU-wide 14-day withdrawal right, known as herroepingsrecht, applies to most online purchases and must be disclosed in Dutch before the contract is made.

CE marking and Dutch-language product and safety information are expected for most physical goods.

The GDPR applies and is enforced in the Netherlands by the Autoriteit Persoonsgegevens (AP), while marketplaces carry their own trader-verification duties.

Finance considerations include the following:

Payment via iDEAL, which is merging into Wero, is close to a checkout requirement at roughly 70% of online payment volume, and sellers should add cards and Klarna BNPL to cover the rest.

BNPL providers typically absorb the deferred-payment credit risk for a fee, whereas marketplace sales shift return and chargeback risk onto the platform’s terms instead.

Prices must be set in EUR and be tax-inclusive, and sellers outside the eurozone should factor FX conversion and timing into their margin rather than relying solely on the headline rate.

Online fashion returns are substantial in the Netherlands, as a 2025 study estimates that around 35% of online clothing items are returned, requiring sellers to factor reverse-logistics costs, refunds, and restocking delays into working-capital planning.

VAT and other taxes requirements are defined as follows:

Regarding the registration trigger, there is no threshold for non-established sellers, meaning any B2C taxable supply into the Netherlands requires Dutch VAT (BTW) registration from the first sale unless covered by OSS or IOSS instead. B2B supplies to a VAT-registered Dutch customer are usually reverse-charged via verleggingsregeling, with no Dutch registration needed for those sales.

Regarding VAT rates, the standard rate is 21%, and the reduced rate is 9% for food, medicines, books, and e-books.

Regarding threshold and simplification schemes, the EUR10,000 EU-wide threshold applies only to sellers established in one EU member state. Non-EU sellers have no threshold, so they must use IOSS for imports up to EUR150 and Union OSS for B2C sales dispatched from EU-held stock.

Regarding imports and marketplaces, IOSS covers consignments up to EUR150 with VAT charged at checkout. From 1 July 2026, parcels under EUR150 also carry a EUR3 duty per tariff line defined by a 6-digit HS code as an interim measure until 2028, meaning sub-EUR150 parcels are not duty-free. Above EUR150, full import VAT and customs duty apply. Marketplaces are deemed suppliers both for a non-EU seller’s imports up to EUR150 under Article 14a(1) and for that seller’s domestic or intra-EU B2C sales from EU-held stock, such as via bol.com or FBA-NL, under Article 14a(2).

Regarding filing and deadlines, OSS and IOSS returns are filed quarterly for OSS or monthly for IOSS, whereas direct Dutch VAT registrations file quarterly BTW returns due by the end of the month after the quarter.

Regarding packaging and EPR, sellers must register with Verpact above 50,000 kg per year, though single-use plastics are liable from the first unit. The PPWR, in force since 12 August 2026, introduces an authorised-representative requirement for non-established producers and is expected to remove the volume exemption, with timing still being confirmed.

Dowload our Netherlands Country Guide to expand to the Dutch market.

Market Overview The country has an e-commerce market ranking supported by a population of 18.2 million.
